e-JK SCALE: Smart Committee Allocation & Load Evaluation

About the Project

e-JK SCALE (Smart Committee Allocation & Load Evaluation) is an innovative digital solution developed by the Faculty of Civil Engineering, Universiti Teknologi MARA (UiTM), to improve committee governance, staff workload distribution, and administrative efficiency. The system addresses fragmented appointment records, unequal distribution of responsibilities, and difficulties in monitoring staff committee involvement. Built using existing spreadsheet infrastructure, e-JK SCALE integrates committee memberships, appointment letters, Terms of Reference (TOR), and role-weighted workload scores into a single centralised platform. Its three integrated sections enable staff to access individual appointment information, management to monitor committee distribution, and evaluators to assess workload based on responsibilities rather than appointment counts. The innovation demonstrates measurable improvements, reducing information retrieval time from 7.85 to 1.31 minutes, representing an 83% improvement. A survey involving 70 staff recorded an overall satisfaction score of 4.70 out of 5, with 90% preferring the new system. With zero licensing cost, scalability, and minimal maintenance requirements, e-JK SCALE offers a sustainable and replicable solution for other faculties and institutions. Ultimately, the innovation promotes transparency, equitable workload allocation, and evidence-based management decisions.
