About the Project
The CEESO group (Concern, Easy, Efficient, Smart, Organize) from the Kajang Municipal Council or Majlis Perbandaran Kajang (MPKj), comprising six members, presented an innovation known as the e-OKU System or The Online Vehicle Stickers Application System for Disabled Person or Orang Kurang Upaya (OKU). This system enables persons with disabilities to apply for OKU vehicle stickers without hustling to visit the service counter at Menara MPKj. Its use brings numerous benefits, saving time, cost and effort for applicants, especially those with disabilities, as well as for MPKj staff. Furthermore, the system aligns with the government’s aspirations and policies, particularly the shift toward digitalisation and inclusivity for persons with disabilities. Its implementation covered initial research, analysis, design, development, rollout and maintenance. Problem identification was carried out using survey questionnaires to gather feedback and identify issues faced by users. Solutions were developed through the brain-writing method to generate alternative ideas. In short, this system not only simplifies processes for users but also allows MPKj staff to process applications more quickly and efficiently. The e-OKU system delivers multiple advantages, including reduced processing time, lower transport costs, less paper usage, more efficient deployment of manpower, and improved communication among others. This boosts work productivity, enhances convenience for persons with disabilities, and benefits the wider community. The system has strong potential for expansion as it can be developed further in collaboration with the Department of Social Welfare or Jabatan Kebajikan Masyarakat (JKM), before being shared for adoption by all Local Authorities or Pihak Berkuasa Tempatan (PBT) across Selangor. It can also be integrated with the Enforcement Department’s systems to manage matters related to parking offences. At the national level, the e-OKU system can be linked to relevant platforms at the Road Transport Department Malaysia or Jabatan Pengangkutan Jalan (JPJ) Malaysia.
