About the Project
Majlis Perbandaran Kajang enforces Assessment Tax on 1 January and 1 July every year under Section 127 of the Local Government Act 1976 (Act 171). Any property owner who is dissatisfied with the valuation may lodge an Assessment Tax objection under Section 142 of the Local Government Act 1976 (Act 171), through the Assessment Tax Objection Application Process. Previously, Assessment Tax objection applications from property owners were received through correspondence, following a complex and very lengthy work procedure. The V-QUEST group has developed an alternative improvement to the existing work procedure, making it more efficient and effective through the use of IT. The objectives of this innovation are: to make it easier for property owners to submit Assessment Tax objection applications; to save time and speed up the work process; to improve the Assessment Tax Objection Management procedure; to protect the environment by reducing the use of paper and petrol; and to enhance the image of Majlis Perbandaran Kajang (MPKj) and share the results of the innovation with all Local Authorities in Malaysia. The uniqueness of this innovation is that it is implemented "in-house", combining existing technology with the skills and expertise of our own staff, at zero cost for appointing a vendor (zero cost). It makes full use of existing technology, including QR codes, Google Form, Google Sheets, email and online meetings. This innovation benefits the community by fostering a digitally literate society and saving time and costs, such as transportation costs to attend meetings. It is also customer-friendly, as it only requires a mobile device (smartphone, tablet or laptop) and an internet connection to submit an Assessment Tax objection application.
